With the development of telecommunication, AN technology is widely used. International expert regards broadband access net as the last mile and also as the most difficult and most expensive part of Information Highway.The telecommunication operators then put forward TMN to solve Net Management Crisis. In the paper, the basic models of TMN are introduced; the strong points and the shortcomings of them are discussed. The management of AN is complicated. The paper studies the management of AN on the base of EPM (Environment Power Management), and defines a set of Management Interface which can be extended easily.The development of telecommunication asks for a modernized way to watch and maintain the equipments. Developing EPM can improve the accuracy and speed of maintenance, and can also save the cost. By using EPM, the warnings can be sent to TMN in time.The early EPM is developed on hardware level, and has close link with hardware and special application. Therefore, it is necessary to design a new set of software scenario that can simplify the modification and make the replant easier.The design uses SDL to develop EPM for AN. In order to screen the hardware, an SDL RS is designed. The SDL OS provide specified SDL interface, which makes the development and replanting easier. It can also be regarded as the study of developing model for embedded system, thus can be used in other application.The net management interface of AN, how to improve the replant of application system and the long-distance upgrade of program are three main parts and important innovations of the paper.
