Since Web was born, hyperlink has been one of the most important components of Web all the time. With the rapid development of Web, people proposed the concept of reference linking: hyperlinks link together resources that have inner relationships. This kind of link is playing an important role during the process of resource discovery. The providers of information services expect that resources, which have some kind of relationship in different areas, can be linked together to offer value-added services for users.Aiming to that demand, after analyzing the problems of current reference linking mechanisms and frameworks, we proposed to build an OpenURL based open reference linking system to realize the reference links between different source and target information systems.This paper explains in detail how to realize such kind of open linking system under the existing information system environment. Through introducing three new modules in the information system, we implemented insertion of the OpenURL Hook into the places where resource references may occur. By doing so, we can make current information system become the information SOURCE of the OpenURL link framework. The design of Link Server is the keystone of this paper. We presented the design of the whole framework and each module of the Link Server and realized the whole open link process including receiving the OpenURL resolve request, filtering and producing appropriate extended services and finally presenting the URL link to the target interrelated resource. In order to support this process, we designed a KnowledgeBase and evaluation procedure for extended services. In addiction, we designed generic request object, link template and target resource service description mechanism based on XML and RDF.
