In some modern applications, such as process control, network management, office control, etc, which often need the DBMS has the functions of watch and warn, can deal with exceptional situations, select correct measures to intervene, and has the capibility to resume actively. The active database can satisfy the people' s requirements of these active services. Active Database is the integration of database and artificial intelligence technology, and it is a developing field in modern database technology. The active database management system (ADBMS) can automatically react to events. An active database supports Event-Condition-Action (ECA) rules. Occurrence of various types of events (e. g., database transitions, time events, and external signals) triggers the evaluation of a condition and if the condition evaluates to true, the action is carried out. It is often by triggers to realize the active mechanism in an ADBMS. Today, in some modern commercial DBMS, triggers have been provided to realize simple functions of active service.JIN CAI project refers to the finance management information system of modern governments, and the management of budget target is a important subsystem in which. How to assure the exactness of finance funds, and forbid appropriation fouds exceeding budget have been a key problem in the subsystem. In this paper, I introduce the concept, language, and general model about active database. In basis of understanding the design idea of ADBMS, I also describle the procedure of developing the JING CAI project of Si Chuan province. And take the management system of budget target for granted, I provide a detailed description of developing the system providing active prediction ability with active database technology.
