Cooperative learning is defined by a set of processes which help people interact together in order to accomplish a specific goal or develop an end product which is usually content specific.Web-based Cooperative learning is the process in which with the use of computer network and multimedia-concerned technology, more than one learners help one another to achieve a deeper understanding and better mastery of the taught things.The present cooperative learning situation concentrates more on the improvement of hardware environment, seriously ignoring the improvement of organization work. In the prospect of group formation, without considering the personal characteristics of the learner, they are divided simple and arbitrarily, which leads to less desired achievement.The present web-based cooperative learning systems offer no standard and exact group formation block.In this article, we proposed two algorithms which aim at maximizing the learning effectiveness and efficiency for each participates and the whole group. The two algorithms are : (1) Optimal group formation algorithm and (2) Find optimal partner algorithm respectively.In practice, the effect of the two algorithms is well reached. The learning goal of each participate is well achieved and the effectiveness is accordant to the anticipated desire.Cluster analysis is a mathematical method which is intended to divided the objects to study or deal with according to certain condition of quality.Fuzzy mathematics language deals with the divided problem more naturally, easily and practically.
