Low bit rate video application based on PSTN is one of the hotspots in the image coding field. The ITU-T recommendation H.263+ is widely used in this field for its high coding efficiency and strong error resilience. So research on it has significantly theoretic and practical importance. The paper studies the theory and coding methods of the low bit rate video recommendation H.263+ detailedly, realizes real-time software codec based on H.263+ under Linux OS, furthermore, finishes some negotiable coding options which can observably improve the coding efficiency, such as Advanced Prediction mode, Advanced INTRA Coding mode, Deblocking Filter mode and Modified Quantization mode. To reduce the runtime of the software, fast algorithms are adopted in the motion estimation and DCT modules. Moreover, this paper introduces early detection of zero motion vector and all zero coefficients to optimize the coding process. The improved codec not only has well reconstructed image quality, but can completely solve the real-time problem lies in the software coding.The research production of this thesis has been used in long-distance education successfully, and can also be used in videoconference, video telephone, and video monitor, etc. with little modification.
