Automatic Identification System, Based On A Network Database Of Car License

Mainly used in highway traffic management, License Plate Recognition (LPR) System is one kind of Intelligent Transportation Systems (ITS). LPR finds its increasingly wide and important applications in highway electronic toll collection, red-light violation enforcement, secure-access control at parking lots and locating vehicles stolen, or those registered to fugitives, criminals and smugglers. As one form of automatic vehicle identification, LPR captures, processes, interprets and records the image of a license plate with the advanced technology of image manipulation, pattern recognition and artificial intelligence. A typical LPR System consists of a video image-acquisition subsystem, an image-preprocessing unit, a plate character isolation & recognition engine and a local storage or remote transmission subsystem.ITS and LPR are reviewed briefly in the first chapter of this paper. To give a whole idea of LPR, Chapter Two describes how a LPR System works.Two important subsystems of LPR are discussed in Chapter Three and Chapter Four separately: Plate Character Isolation & Recognition. A feedback plate locating strategy based on aprior knowledge, a plate cutting strategy based on module matching and target optimization, a character recognition strategy based on features and a tree classifier, etc are discussed in detail in this paper and some experimental results are given.This system works based on the Web technique with a distributed multimedia database and these will be give an introduction in Chapter Five. Some performances and technical parameters are given at last.
