This paper proposed a practical, on-line charging Model for the telecommunication tariff based on the detailed analyzing and research of the technology of structure ,function, and the interface of TMN, utilizes the Guideline For Definition of Managed Object (GDMO) and the Abstract Syntax Notation.1 (ASN.1) , in the light of the Object -Oriented Modeling Technology(OOMT); and maked deep research on the serial communication and the relational database , come forth with a model of serial communication based on the 051 model and a flexible , dynamic structrue of the database during the development and research of the tariff of the CHENGFEI corporation.
