With the development and using of computer, the need of distributed operating system highly increases. According to analyze the progress direction inland, we need to develop an operating system of ours urgently. On the other side, VOD(Video On Demand) system have a wide foreground, so we develop a distributed operating system based on modifying the Linux, and develop it into a VOD server system more. In this paper, we firstly introduce the design idea of VOD distributed operating s~Tstem. study distributed task scheduling, and design the algorithm of task scheduling for VOD system: taking the task queue as the bear standard, assigning the node into three state queues(sender, receiver, ok) based on their bear, gathering system info on time and updating the state queues, giving the decision-making according to the state queues when task scheduling. Its response time is very small. Secondly we explain the implementation of the scheduling algorithm in detail. And at last we analyze the capability of scheduling system from communication overhead, response time and bear balancing covariance. The VOD system has high reliability and possesses the function of fault tolerance.
