With the continuous development of science and technology progress in the society, ITS(intelligent traffic monitor system) has been more and more widely used in the urban traffic system. The ITS occupies more and more important position in traffic safety and security of the city, because it can provide us with real and powerful based on facts. In the traffic surveillance videos, the video image shaking inevitably arises. The video image shaking makes monitor system’s performance degradation. At the same time, image as a major source of information, can be badly influence in the process of acquisition, compression and transmission in image quality. In order to ensure the accuracy of algorithm,the image denoising is needed before testing. In this paper the non-local total variation model is used in image denoising. A hierarchical pyramid detection algorithm is proposed to solve the video image shaking. Firstly, the pyramidal top test is used in this paper. Then the pyramidal hierarchical detection algorithm is used to detect the video image shaking. Finally we test the hierarchical pyramid detection algorithm on Hisense network technology co., LTD. Guiyang intelligent traffic monitoring video library. In addition, the algorithm accuracy is 95.6%, higher than that of the traditional algorithm. The algorithm test time is 47 ms, faster than that of the traditional algorithm. Therefore, the pyramidal hierarchical detection algorithm is proved to be effective to dispose the video image shaking.
