With the rapid growth in the transportation of hazardous chemicals, hazardous chemicals continue to be stolen and leak out occur in transit. The demands for hazardous chemicals logistics monitoring system has rising, and the requirements for a reliable and valid hazardous chemicals logistics monitoring system is rising. Video surveillance technology has the property of rich information content, accuracy and timeless, which has been effectively applied in hazardous chemicals logistics monitoring system.This thesis discussed questions that have been brought up on codec technology,video transmission and moving object recognition technology as the main object of the study. This thesis’ s contents are:1. Program use V4L2 to control the USB camera, set up video’s resolution and format. Original video is YUV format, encoded by integer transform and quantization, context-based adaptive entropy coding, become H264 format video.2. Video transmission and video playback. Video transmission can be performed by the RTP protocol. Video player is the important part of hazardous chemicals logistics monitoring system, the project needs to produce a video player playback the surveillance video.3. Moving object recognition and tracking technology used in video sequences. Program recognize and track moving objects to identify person that around the tanker.4. Study the implementation of the hazardous chemicals logistics monitoring system. The system includes video capture, video compression, video transmission and moving object recognition and tracking modules.
