With the rapid development of multimedia、Internet and non-real-time services, the demand of services about mobilization of broadband access and broadband of mobile communication increasing strongly, the user requirements for higher rate more urgent. However, spectrum resources of the wireless communication system are always limited. Therefore, how to approach a more rational and efficient use of spectrum resources as much as possible to make the system supports multiple users and businesses to enjoy high-quality service and other issues is very meaningful. LTE (Long Term Evolution, LTE) as the3.5G(HSPA+) cellular network successor after the third generation communication(3GPP).The downlink standard scheduling collaborative resource allocation of MAC layer by higher rates efficient scheduling algorithm to get more reliable data transmission and guarantee of quality of service (QoS).Firstly, this paper analyzes the overall system architecture features of the LTE system, summarizes the radio resource management’s role in LTE, detailed study packet scheduling principles in radio resource management.Secondly, in-depth analysis key issues of packet scheduling algorithm of the MAC layer facing, getting new scheduling algorithms of VT-M-LWDF and Queue-HoL-M-LWDF from depth studying the M-LWDF scheduling algorithm. For video and Voice over IP(VoIP) services for the RT and Constant Bit Rate(CBT) for the NRT class having simulate and compare the performance between new scheduling algorithms with the traditional packet scheduling algorithms.Finding that the new scheduling algorithms can meet the needs of users, because of their higher throughput, better fairness, lower packet loss ratio and higher System spectral efficiency.Finally, this paper analyzes the LTE FDD downlink time-frequency structure and establish a joint time-frequency domain scheduling model, and propose M-LWDF—M-LWDF and M-LWDF—VT-M-LWDF two kinds of joint time-frequency domain scheduling algorithms, for video streaming services, simulate and compare the performance of the joint time-frequency domain scheduling algorithms with M-LWDF and VT-M-LWDF scheduling algorithms, the results show that the overall performance of the joint time-frequency domain scheduling algorithms has been further improved compared to the only domain scheduling algorithm for its further use multi-user diversity gain.
