Since the birth of the cognitive radio network technology, the rapid development of wireless communication technology, with the emergence of new technologies, the demand for spectrum resources is also growing. As we know,Limited spectrum bandwidth resources adopt fixed allocation approach,but spectral efficiency of the current spectrum sensing techniques for is not high, which has become a critical bottleneck to restrict the development of cognitive radio technologies. Today, regardless of the spectrum sensing technology, which are designed to improve the spectrum utilization. This article analyses from the energy detector spectrum sensing process,define and analyze two factors-the probability of the presence of the primary user throughput and system.This paper uses the energy detector way. First in the process of local perception, we define the two states of the primary user (exists and not exist). The first is the probability for each different time cognitive user on the primary user (the natural frequency of the static allocation) exists, and to establish the probability of each user perceived cognitive information table; secondly on the basic of energy judgment proceeds binary threshold value.to obtain the primary user presence status (0or1signal) information table.,and sent to the fusion center (FC).Cognitive users sent over all state information table to conduct cooperative spectrum sensing final judgment, which gets a general existence primary user status (0or1signal) information table. It is defined to detect the presence of total probability, and the analys and optimizate to get simulation comparison of two different hard decision criterion.,and take under cooperative sensing system throughput. Simulation Conclusion:The first group comparison chart illustrates at high SNR, the probability of error detection is lower; last two simulation diagram illustrate the contrast under certain SNR threshold under the same energy, when the use of OR guidelines exist, the total probability of detecting is optimal;within the same perception time, when we use OR guideline, the system throughput can reach the maximum.
