With the rapid development of social economy and information technology, the safety precautions techniques get more and more important. The research on making the monitoring system with higher intelligence and automation has an important scientific and promissing application prospect. Higher performance and software functionality based on computer video surveillance techniques, which make the security system more closely and more stable, are required not only for the direction of the surveillance industry's development, but also for our customers' demand. How to detect and track the moving objects automatically plays the key role in an intelligent video surveillance. Environmental changes should be considered in an actual monitoring engineering applications. Different measures should be taken in different monitoring environment. For example, the environmental changes with the weather conditions and light intensity as time passed, there is a great influence on our monitoring. How to achieve the object quickly by a simple method with accuracy and stability is the bottleneck of the intelligent video surveillance system.An intelligent video surveillance engineering system was conducted in a police administrative building combined with our expertise of many years study in monitoring engineering application. The target feature extraction and tracking method of the intelligent video surveillance were discussed and analysised in this paper. An intelligent dynamic recognition technology was used in video object analysis and image edge features extraction. And a video moving object searching method based on genetic algorithm was used to analysis and track to the suspected video object automatically with higher tracking accuracy of the alarm. This method involves the image preprocessing, the target feature extraction, motion estimation, object matching, target search, target tracking and alarm, etc. The experiment results show that this method based on genetic algorithm has an dramatic stronger affection in tracking moving target on real time with higher tracking accuracy.This technology not only can be used in safety monitoring, but also can be applied in fields of industrial process control, traffic monitoring, heritage and museum supervising, gas stations and so on, with a prospective engineering background and practical significance. With the rapid development of technology and people's growing safety requirements, we can predict that the intelligent video surveillance tracking system based on computer vision technique will be more widely used. We will study it in-depth and achieve its industrialization in large scale ultimately.
