The database technology is one of the fastest developing fields and one of applied most extensively in computer science. It has become a core technology and a key basis of the computer information technology and application system. Nowadays, the tradi-tionary relation type database has been widely used, and the active database technology, as the latest study direction, has become an interest issue in the database research field.In chemical,medical and civil explosion industry, the dazardous sources states have to be usually real time monitored and treated in time on emergency to avoid a significant accidents happening. Now, the application program method is usually adopted to timely monitored the database information, but timeliness not better, as sampling interval. If the active database technology adoptedin the monitoring system, the states of hazardous sources can be actively monitored, and the changing trend of the object can be analyzed and real-time intervened necessarily to avoid a significant accidents happening.According to the actual hazardous sources of the Zigong chemical enterprise, the active database was analyzed theoretically, the model theory of ECA rules was dis-cussed deeply and also the event monitoring algorithm adopted curently was studied in the thesis.To meet the strict requirements for the actual production and space environment of the chemical industry, the monitoring system of hazardous sources was designed and implemented based on the active database for the Zigong chemical enterprise where there was the significant hazardous sources. In this system, ECA rules library accom-modated the enterprise actual situations was used for actively monitoring. By means of B/S model, the functions of the hazardous sources register and declare, the automatic identification, The automatic graduation, the risk assessment and the emergencey pre-determined plan, etc can be implemented in this system.
