As a key sector of civil aviation security department, air traffic control department assumed responsibility for security is very important. In order to prevent and reduce the causes for air traffic control accidents, the training of employees is one of the important measures for air traffic control department to ensure the safety. With the development of air traffic, more high-tech products into the air traffic control applications for increase of the air traffic efficiency. Training requirements of the controller are also increased. On the other hand, with the development of training center's business and increase of the training mission, involving training programs, trainers, training facilities and other training resources are growing continuously. In order to make better use of these training resources, we need to strengthen the management of training resources. There is an urgent need for a training resource management system as the technical support for the management. In this process, standard and normative training management system will make the training to the employee more efficient. Therefore, to develop user-friendly, easy-to-use employee training management software is becoming more and more important, and this is one of the purpose and significance of developing such a system.With the training content and form against Guizhou air traffic management bureau and achieve the efficient and systematic of employee training, we will build the new employee training information management system for Guizhou ATMB. The system through the training requirement surveys, training and training resources management, outcome assessment and feedback, and training records and other information tools to achieve the goal of electronic training management, scientific and systematic. This project adopts J2EE and Ajax techniques and through modern technologies of network, database and communication, to establish an employee training management system that is accurate, efficient and safe. This system supplies learning and training project with high efficient for training department. On the base of request analysis of new employee training management system, and function mode, this project actualized multi-layer structure through Struts structure,and particularly describes the design of function. Finally, on the basis of the research result, the paper completed design project of the training management system, and developed the corresponding software system.The new employee training management system reduce the costs, increase the efficiency and improve the training mode via the centralized database, automatic processing information, employee self-service and shared services. It uses B/S/S model to achieve various functions in an efficient way, which can do educational management, online training, streaming media education etc, enhancing the efficiency of training department and meets the needs of modern employee training management, and eventually acted as a software product in use.
