Mobile communications satisfy the demand of human beings in the modern society on communication technology, due to their flexibility and convenience. In 3G mobile communication systems, soft handoff technology has become the key technology which can pursue the largest system capacity and improve the quality of communications. When the mobile station makes soft handoff, it connects with the new base stations before breaking the connection of the old base station. Soft handoff could achieve seamless mobile communication, reduce call blocking rate, get gain of diversity, increase system capacity, and so on.This thesis focuses on soft handoff algorithm optimization for multiservice of 3G. In the past, the study on soft handoff algorithm focuses on parameter setting and resource allocation. The research on soft handoff criteria is little, and is only for single traffic. As the 3G era, the single traffic of the old soft handoff criteria does not meet the demand of users of multiservice. So, in this paper, all users be divided into four categories, the handoff of call user, the new call user, the videos users and the data users. And different users give a different priority, the handoff of call users have the highest priority, the new call users have the second priority, the videos users have the third priority, the data users have the last priority.Mobile communication technology is an ever-evolving technology. The research of radio resources management is widely. As a branch of the radio resource management algorithm, handoff management algorithm is in the process of continuous development and improvement. In this paper, a new hand off management algorithm will work of a certain value in practice.
