Nowadays, a large number of audio and video streams have been used online or downloaded. These stream applications often consume a large amount of bandwidth resource, and easily lead to the occurrence of network congestion, result a bad serviced quality. If the stream servers take the necessary mechanisms to control the sending rate of stream and allocate the server's bandwidth resource more rationally, we can reduce the occurrence of network congestion and provide a better quality guarantee of service.In this paper, based on the standard AIMD scheduling mechanism, an improved stream scheduling mechanism has been represented to gain better congestion control ability, in the environment where internet streaming media connection arrival rate is much greater than the rate of connections to leave.The main contributions of the paper are:1) Present an improved stream scheduling mechanism for future net application.2) Adaptive adjustment of compression ratio of streaming media technology in the use of scheduling mechanisms:FCFSWS scheduling mechanism adjust the compression ratio adaptively resulted from the current network conditions, is a pre-control scheduling mechanism for stream.3) Build up a new stream model based on Markov chain: using service windows, stream's arrival rate and stream's removed rate to study the streaming media transmission congestion probability. After Markov model analysis and experimental analysis, the improved scheduling mechanism can reduce the occurrence of network congestion, improve streaming media server's data transmission capacities of stream, will give users a better feeling after using stream media.
