As the economy of the world developed rapidly and the forces of production improved continually, the influence of the humans impact on the Environment was growing all the time. Extensive application of science and technology bring humans not only the development of the economy, but also the destruction of the environment. As the issues of the environment are getting worse, the relationship of environmental problems and socioeconomic development is getting closer, using the methods of education to help the humans recognize the living environment accurately, understand the issues of environment, improve the environmental awareness, know the technology of solution of environmental problems are regarded earlier or later by the developed country and the developing country.The United States is the earliest country who legislated the Environmental Education Act. Under the guidance of the law, after several decades of development, its environmental education of elementary and secondary is already at a high level. The environmental education of elementary and secondary in our country began later, and the developing situation is also not good enough. This article introduce implementation situation of elementary and secondary in the United States under the guidance of the Environmental Education Act. Summing up the several instance to improve our environmental education of elementary and secondary with the specific conditions of our country.This article has four chapters. The first chapter introduced the developing history and the main content of the National Environmental Education Act. The second chapter introduced the requirement details of the environmental education of elementary and secondary which are established by Environment Protection Agency and the North American Association for Environmental Education under the guidance of the law. The third chapter introduced teaching methods, curriculum models, course schedules and implemented indemnity of the environmental education of elementary and secondary in the United States. The forth chapter advanced several ideas and advices for development and innovation of the environmental education of elementary and secondary with the specific situation of the environmental education of elementary and secondary in our country.
