Community Education is a kind of educational activity happened in a certain geographical area which makes the full use of all kinds of educational resources aimed at improving the overall quality of all members of the community and quality of life, as well as promoting regional economic construction and social development. Contemporary community education is a new form of education raised after World WarⅡ. In 20 century Community Education was given a universal attention in the various countries which have broad international background and deep economic and social causes. Over half a century, the United Nations is committed to promoting community education, so that community education has played an irreplaceable role in promoting community development and education reform. Today, community education has become a worldwide cultural phenomenon and educational practice, and has made indelible contributions to economic and social development both in developed and developing countries, and get support and attention from international community and governments, scholars in a great extent.The modern sense of the community education of China resulting in the mid-20th,80 years in some economically developed cities and regions. More cities and regions such as Jing, Jin, Hu, Liaoning and Jiangsu had created a valuable practical experience in community education. The development of community education has a great significance in our country:it can not only push forward economic development and social progress, and promote the comprehensive development of citizens, to strengthen the implementation of quality education, but also contribute to the consolidation of grassroots political power and community problem solving, to promote people-centered management and transformation of government functions.Jinan, as a relatively developed capital city, has deep historical and cultural traditions. Lixia District is one of the first experimental community education in China, has an early start in community education. Under the leadership of the District government and the educational administration department, Lixia District takes a full advantage of the favorable conditions and effective resources have preliminary created the community education model which suited to economic and cultural characteristics of Lixia District, and obtain a wealth of experience. Paper undertakes a study Based on the development of community education in Lixia District, aims at summing up the characteristics and experiences of community education in Lixia District, to provide reference for the development of community education in other regions, and provide a theoretical support for the further development of community education in Lixia District.The research methods of the paper include literature method, comparative analysis, and observation and so on. The paper introduces development status and characteristics of community education in Lixia District of Jinan City, analyzes the problems and puts forward countermeasures and suggestions as well. Full-text is divided into four parts:The first part discusses the meaning of community education and its development background, clears the importance of community education development, and analyzes the features and shortage of community education development in our country.The second part introduces the development status of community education in Lixia District, and summarizes its characteristics and achievements.The third part analyzes the problems of community education development in Lixia District, mainly on understanding of community education needs to be deepened; leading system and operating mechanism is not perfect; research on community education lags; evaluation system is imperfect and regional development is unbalanced.The fourth part gives some advice on the work of community education development in Lixia District. Such as:strengthening theoretical study; perfecting the organization development and improving the operational mechanism; strengthening community education information and media construction, and reinforcing certification on the quality of community education.
