Developmental Assessment advocates that the assessment activities should not only diagnosis students'learning, but also excitation their potential learning ability and developmental level. And then feedbacks this information to the students effectively, makes them amend and improve their learning during the assessment. Thus, achieve the purpose of promote students'advancement and development ultimately. In addition to prominent the learning function of assessment, Developmental Assessment also pays attention to the difference among students, which reference to personality characteristics. It advocates that assessment should judge students'learning by their personal development and provide the personalized learning objectives and content for them, all of those are for promote the development of their personal development. The theoretical basis for Developmental Assessment is primarily from Chan Korsakov's Expansibility Teaching Theory and Vygotsky's"Zone of Proximal Development"theory.In this study, the author describes Developmental Assessment and its application in the learning assessment of elementary mathematics through five parts. Chapter One introduces the background of Developmental Assessment, focus on the development of the education system of internal and external that impact the learning assessment. Chapter Two gives a basic overview for Developmental Assessment. In this chapter, the author elaborates on the theoretical basis,evolution,basic meaning,features and significance of Developmental Assessment. Chapter Three focuses on some elements of the applying of Developmental Assessment to the learning assessment of elementary mathematics, this chapter takes major importance in this study. In which, the author shows in detail some sections such as distinguish the difference of students'mathematical ability,design the assignment of assessment,estimate the result of assessment,the description and feedback of assessment result. Chapter Four shows the further discussion relation to Developmental Assessment. At last, is the analysis and comparison of specific cases.
