As the core of democratic politics, citizen participation shows our country's democratic politics'situation and harmonious society extent significantly and directly. University students are the builders and successors of socialist cause. They are active power in country politics and social life. Its theoretical significance that the awareness of university students'citizen participation studying is helpful to deepen citizen participation theory, rich socialist democracy form, promote university students'complete development, cultivate qualified political men, maintain socialist society's stability and accelerate the building of harmonious socialist. Furthermore, to do well in Chinese characteristics socialist democracy and realize the people's positions as masters of the country rights. It would be realistic significance to promote the building of socialist harmonious social.At present, studying field has done a lot research in university students'citizen participation theory. But most theories are limited to political participation, fewer ones concern about social public life participation. For the university students'citizen participation specific connotation, there in no unanimous view in this field. This situation makes studying lose its conversational platform. It's difficult to change studying achievements into the way to deal with university ideological and political education. Along with socialism democracy developing deeply and the building of socialist harmonious society, four aspects in university students'citizen participation studying are necessary, including exploring the scope of university students'citizen participation, defining the awareness of university students'citizen participation conception, analyzing the existing problems and influencing factors and finding effective ways. This article counters the problems that exist in the awareness of university students'citizen participation, which in on the basis of university students'citizen participation theory, attempting to construct a complete measure system. At the beginning of the constructing, we pursue organic fusion with ideological and political education, causing it to obtain vitality in the practice.In the paper, it defines the awareness and the scope of citizen participation, enumerates the awareness of citizen participation theory basis, analyzes the present situation and the influencing factors of university students'citizen participation, and then proposes a series of measures on problems. It carries on overall analysis from four aspects, the country, the society, the school as well as the university students. In order to form national, social, the school as well as the university students'independent education joint effort, caused the awareness of university students'citizen participation raising from outside to internalizing the comprehensive education network.
