The deepened reform of economic, political and cultural structure has not only changed the city social environment, but also changed the relations between individuals and country, social and enterprises and changed the country unified resource collocating model under planed economy. The separations of government functions and social function from enterprise management, advocated in the economic restructuring, free the enterprises from social, administrative and welfare affairs. However, because of the undeveloped civil society and the underdeveloped social organizations in our country, there is a lack of the carrier and ability to fulfill these functions. Finally, most of the functions transferred from the government fall to the grass-roots communities. It deserves to be specially noted that along with the deepening of reform, the consciousness of democracy of urban residents enhanced clearly, their desirability for participating in the management and decision-making of community affairs gets more and more strong. That is to say, urban communities in our country not only need to take on a good many social management functions from the former planed economy, but also need to meeting the growing material and cultural needs of the people and the democratic awareness of participating in the community management and decision-making. But confined by the old manage system, it's difficult for the urban communities in our country to meet the demands. It's imperative to change the old management system and to innovate new institution.Our country has boldly innovate the development pattern and made bravely practice in recent years. Many community management new patterns with local characteristic, such as Shanghai Pattern, Shenyang Pattern, Qingdao Pattern, Jianghan Pattern, Chongqing Pattern, have emerged. On the basis of realizing the limitations and difficulties in the urban community management system, Pengpu town in Zhabei District of Shanghai has actively taken measures on the reform. The writer, working in Pengpu town, has accumulated a lot of experience in grass-roots community management. On the basis of referring to the associated documents, comprehending some related theories and practices, combining with the reality of Pengpu town, analyzing the gain and loss as well as the reasons of the "one station more communities" pattern in Pengpu town, the writer try to, in this paper, put forward a new community management working pattern which would pay equal attention to the self-rule and government-support of grass-roots organizations in urban community, and center on the separation of election and engagement of station-community, and take the education of professional social workers as foothold.
