China Higher Powers Of Harmony Model

At present, the power mode of higher education institution is administrative centralization. This mode has much default so that we have to construct harmonious power mode. Higher education institutions have two powers: academic power and administrative power. They have close relation. The academic power is believed as the organization or personnel's evaluation and judge as well as decision on the academic affairs, which are made by academic discipline and in the field of their duties with specialized knowledge. While administrative power is believed as the control and predomination of administrative organization or personnel on un-academic affairs compulsively to keep higher education institutions go smoothly and realize its goal affectively, according to certain laws and regulations. The theories are as follows: harmonious management theory, knowledge management theory, dissipation structure theory, power relation theory, democracy management theory. The tentative plans are pointed out as follows: Strengthen the united leadership, explicit the management aim of centralization and decentralization; Professors manage the higher education institutions, respect academic power adequately; Give the academic power freedom, make decisions democratically; Attach importance to president's hinge role, use his glamour and authority to manage higher education institutions.
