After the founding of the People's Republic of China, the higher pedagogical education entered upon a new historical stage, and has expanded greatly as a result of the free pedagogical educational policy, and is integral to the higher education. With the development of the higher pedagogical education and the shortage of funds to run a school, the normal universities stared to impose tuition. But On March 5th, 2007, our country published the free education policy for normal university students in the six normal universities led by Ministry of Education. The higher pedagogical education has experienced three different stages . Experience teaches; Experience does it. Provided we draw useful lessons from them, we can advance the higher pedagogical education development.The thesis is based on the theory of the science of educational policy. The clue is the history of the subsidization policies. The subjects are the policy papers. The researcher used interview, contents analysis to explore the question. The conclusion is that, the method of subsidization is unitary, lacks the flexibility.The thesis shows that, we should build multi-dimensional subsidization policy. On the one hand, we should persist in the charge educational system, and carry out competitive mechanism to improve the quality of the teachers, on the other hand, we should consummate the current free educational system to meet underdeveloped region's need, and simultaneously we may construct the special student loan, through the repaying mechanism to appeal to the students.
