In the information society, exploring the new teaching mode and improving teachers' and students' information accomplishment through technology have been an important part of educational innovation and development in the world. Under the trend, information technology has been applied and developed in special education. But, the theoretical and practical research about the modern educational technology, especially special education technology is few in the mainstreaming in our country. This paper analyses and discusses the application of the modern education technology in the mainstreaming by the review of the literature, questionnaire, visit and observation.Part one is the review of the literature. It researches the development of the modern educational technology in common elementary school and middle school, exceptional students' special command, and lists correlative technology equipments. Otherwise, it analyses the research about the special education technology in America, and gives two cases. The purpose of this part is to provide reference for teachers and students to choose technology, and reference to build support system that use technology to assist teaching in the mainstreaming in our country.Part two is the investigation of the actuality. An investigation has been done in forty-two mainstreaming schools. Its object is teachers and exceptional students in those schools. Its objective is to know the environment of the modern educational technology, the attitude and the skill that teachers use technology, the factors that affect the building of the environment and the usage of the technology in those mainstreaming schools. The analysis indicates that special education technology is very scarce. But, the teachers' and students' attitude to technology is very positive. They consider the technology as an effective tool to accelerate inclusive education and improve the effect of teaching.Part three is to put forward the strategy of development. It includes the legislation, investment, cooperation, flack, training to teachers and exceptional students.
