Local Colleges Organized Under The Vocational Education Boom Thinking

The appearance of the vocational and technological education in general colleges and universities is the result of the splitting-up of the talent classification and education categories in modern society, and it is also a mode of school-running system to realize the strategic decision on rapidly developing Higher Education of Vocation and Technology (HEVT) in our country, to make good use of resources now available, and to carry out the "open-styled" HEVT. Vocational education in general colleges has a swift development momentum since 1996. More than 600 colleges and universities hold higher vocational education. But since the date of birth, controversies have been arising from the theoretical circle, thus it has been in a awkward position. How can colleges and universities enhance strong points and avoid weakness, display the superiority of resources, explore a new way to make vocational education have its own characteristics, has become the topic which people most cared. Since 1996, colleges and universities holding vocational education had lasted for 12 years, and its scale isn't small, but people are still skeptical about what is higher vocational education, and the corresponding research work didn't attract any attention. There aren't thorough researches on such aspects as the design of training knowledge and ability, plan on teaching contents, the implementation of occupational qualification certificates system, engagement with other communication and education and so on.Some colleges and universities in Shandong province began to hold higher vocational and technological education. As a result of hasty and excessively quick scale, there are a series of problem in ideological concept, conditions of running school, training quality, operational mechanism and so on. Analyzing the conditions and existing problems of colleges in Shandong. We can summarize: vocational education held by local colleges and universities doesn't have long-term vision, doesn't favor the education quality and scientific research, and has encouraged society's impetuous atmosphere and impact the local higher vocational schools. Although local colleges have advantages not all the colleges should hold higher vocational education. They should learn from foreign universities to conduce the vocational-technical education, and innovate the concept of talent, quality, development and so on. At the same time, work hard to create a new situation, that is, every institute, major and student have its own specialty. But the fact is: local colleges and universities just have potential advantages, and they need to work hard to changes those potential advantages into real advantages. This paper also gives some suggestions on the development of vocational education in local colleges and universities in Shandong province.
