For meeting the need of personnel system reformation in university, the aspects of human resource management and exploitation have been explored in this thesis based on the implication of phrase human resource. This thesis would provide university with some useful methods and theoretical directions for personnel selection, assignment, motivation as well as education.There are five parts in this thesis. The introduction that is the basic theory of human resource presenting the implication of human resource, meaning of human resource management as well as theoretical basis.in chapter 1. In Chapter 2, the analysis focus on the SICT's personnel resources conditions from two sides, the quantity and quality. Chapter 3 includes human resource application, in which personnel shifting, development, exploitation, achievements examination, motivation system combined with the characteristics of SICT. Chapter 4 is the human resource management practical affairs, including design of talent education, accomplishment examination, and appointment of title of academic rank. The prospect of human resource management is arranged in Chapter 5. Difficulties and challenges in knowledge-economy era fronted by universities are also analyzed.The combination of human resource management with reformation of personnel system in institutes is introduced in advance. The theory of modem human resource management such as personnel enrolment, education, examination, motivation will be used by the universities. And this theory can be taken as reference for leaders in institutes. On the basis of the theory of human resource management from domestic and abroad enterprises, the author theoretically makes research from practical cases analysis and considers of the combination of reference and innovation. The characteristic of this thesis is mainly accomplished by quantitative and qualitative analysis.
