At the beginning of 21 century, the ministry of education passes the approach of Province-Ministry Co-construct universities to develop the higher education of the middle and west areas, in order to develop the middle and west economy, because the universities has played an important role in economy development. By the end of 2006, the numbers of Province-Ministry Co-construct universities are 16. The number of West Province-Ministry Co-construct universities is ten. How to develop is the important problem of these universities. The first work is positioning in the higher education system. So these universities positioning research is important.Before the university positioning, two preconditions are to ensure. One is the function of the universities; the other is the environment of the universities.
