| Since 1990's , there has been a significant change within Russia general education field , formulating the Country Educational Standard of General Education was the most influential event among them . This paper sets forth the background , content, characteristic of formulating the standard in detail, and analysis the position and the influence.It was the requirement of development of the times that formulating the Country Educational Standard of General Education,which had profound cultural factor and social factor.The thought about educational modernization, humanity, culturalization, indiyidualization and the factors such as economy, politics, population had produced important effect on it. ,Educational standard includes federation, the nation-region, the school three levels, the teaching subject of each educational stage is determined according to three educational stages in various levels educational standard,and the educational standard of some discipline field in specific educational stage is determined according to the different teaching subject again. The educational standard of each educational field indudes the goal, the content, requests three parts. Since the limitation of time and energy , this part focuses on educational standard of federation ingredient mainly.The characteristic of the Country Educational Standard of General Education is shown in displays in two aspects: one is this standard formulating different levels and the contemporary content; the other is this standard having the solid safeguard from legal policy, with the law as strengthening backup force, it was guaranteed by legal support in the implementation process.The Country Educational Standard of General Education differs from the teaching program and the teaching summary that formulated in the Soviet Union period in the function and content,this standard is not only the highest norm document, but also the most basic document of the country, so it has had the profound influence to the Russian education.During the process of the reform in elementary and middle schools curriculum, the teaching material and the formulation of curriculum standard in our country, we probably meet such questions unavoidably.
