From the inauguration of the 16th CPC Central Committee to the fifth and sixth plenary session of the 16th CPC Central Committee, the concept of "building a harmonious socialism" has developed into a grand vision of the whole party and society.Put forward initially at the 16th CPC Central Committee, the target of building a harmonious socialism constitutes one of the six priorities to build an overall moderately prosperous society. On the 4th plenary session, the strategic task to build a harmonious society was identified as one of the five governing capacity of our party. At the Seminar on Improving Our Capacity to Build a Harmonious Society, general secretary Hu Jingtao had a special discussion with the other provincial and central leaders and placed equal importance on material progress, political ethics, cultural advancement and harmonious society. The 6th plenary session of the 16th CPC Central Committee has also paid enough attention to this topic in the form of a plenary session. All this testifies to the fact that a harmonious society is determined by the nature and dynamics of socialism. This new topic requires a further research and discussi6n both in theory and practice.As a demonstration zone of Jiangsu Province, Jiangyin City is aimed at taking the lead to realize modernization and as a response to the call of the party, it is committed to building a harmonious society while pressing ahead with material progress, cultural enrichment and political ethics. The paper presents a discussion about Jiangyin's innovative practice in building a harmonious society, in an empirical approach that combines theory and practice.
