Affected by the school-based curriculum development, kindergartens also face a series of issues of kindergarten-based curriculum development. As a new concept and mode of kindergartens' curriculum is receiving attention gradually.The development and implement of kindergarten-based curriculum gives more power to kindergartens and teachers in the curriculum construction process. Curriculum development will get closer to the reality of kindergartens and teachers, with more dynamics and creativity. There are also many problems along with the development and implement. Therefore, exploring effective management strategy is meaningful to scientific and regular management of kindergarten-based curriculum. This is also an urgent theoretical and practical issue of kindergarten-based curriculum development.The essence of curriculum management process is the process of curriculum research, as well as the process of curriculum reform. This article takes Kunming 3rd kindergarten as example, adopts behavior research method, bibliography method, experience conclusion method, case research method and comparison method, from the situation of Kunming 3rd kindergarten's kindergarten-based curriculum development and implement, analyzes and discusses the strategic issues of kindergarten-based curriculum management of the Kunming 3rd kindergarten. Following two strategies are proposed: One, Kindergarten-based training strategy; Two, literalization management strategy. These two effective strategies will assure the smooth implement and success of kindergarten-based curriculum development, and will help the kindergarten build a high-quality teacher group.
