Comparing the "Curriculum Criterion of Mathematics in compulsory education, full-time schooling"(drafts) and the Instructional Program, there are essential differences in both theory and content. Many new problems arising under the new standard need to be solved promptly. By doing so effectively, improvements and breakthroughs in both theory and practice might be made on the basis of new standards. In this article, the author mainly discusses the following three points. The theory and methodology, mathematics proposition and the evaluation of the graduation examination of the ninth grade under the new Curriculum Criterion. Firstly, the theory of evaluation is studied prominently together with the basic methodology. Then, the four principles of mathematics proposition, as well as its functions and contents are discussed. After that, we analyze and study the five sectors (contents, structure, subsidiaries, assignment and regulation and the prediction of the difficulty), so as to make an outline and a summary. This provides supports to the mathematics proposition of the graduation examination of the ninth grade in Nanjing in 2005. Finally, the explanation of its function, significances, contents sequences and evaluation helps a lot in the study of mathematics teaching in junior middle school.
