Referring to documents, on-the-spot interviews and questionnaires, the author conducts a thorough analysis of the historical background of basic education, the status quo as well as the problems concerning Mongolian basic education, and the condition, behavior and attitude orientation of Mongolian teaching staff and students in Su Nite Right Banner. The paper consists of six chapters.Chapter One introduces the purpose of the proposal, investigation areas, ideas, subject matter, methodology and the related achievements.Chapter Two, dealing in four parts with the historical background of the basic education taught in Mongolian alone in Su Nite Right Banner, generalizes the development of basic education of the area over 60 years from 1933 to 1995. On the basis of this analysis, a summary of the evolution of educational management system and the formation of Mongolian and Chinese basic education systems is made. Chapter Three, using the government documents and on-the-spot interviews to carry out a comparison with Chinese teaching from the aspects of school size, teaching staff, the flow of graduates and Mongolian and Chinese basic education systems, illustrates the status quo as well as the problems regarding Mongolian basic education development in Su Nite Right Banner since 1996.Chapter Four, through questionnaires for middle school students, analyses the basic situation of the students taught respectively in Mongolian and Chinese, the orientation of using either Mongolian or Chinese, and the attitude and behavior of language use in the Banner.Chapter Five, based on the questionnaires for the middle school full-time teachers, elaborates the basic situation of the teachers teaching in Mongolian and Chinese, the attitude and behavior of language use of teachers teaching in Mongolian alone, and their feeling towards work and teaching.Chapter Six draws a conclusion on the basis of the previous chapters so as to provide some considerations on the status quo and the trend of Mongolian basic education development from a wider perspective.From the above analysis and discussion, the paper argues that Mongolian basic education in Su Nite Right Banner is gradually on the wane. Judging either from the wish of acceptance of Mongolian teaching or the current development of Mongolian basic education, this trend tends to be more conspicuous. Therefore, the paper proposes that more insights as well as considerations should be employed on this issue from the perspectives of "cultural inheritance" and "cultural protection". Providing a distinctive understanding of "cultural protection", the author holds that we should face the reality and respect the need for survival in new social conditions, and neither force Mongolians to receive education in their mother tongue, nor encourage them to give up their study of the language. The students are left to choose by themselves the language they want to receive education. At the same time, the government should exert its utmost to satisfy the need of "cultural inheritance". If only students would like tochoose Mongolian to receive education, we shall make efforts to meet their demands in all aspects. To develop ethnic education requires respect to both necessity and cultural inheritance, and whatever direction it leads to it will be accepted by its ethnic group.
