Teacher development has been highlighted in the education reform and development today.Phenomenology movement is becoming more powerful for its character of practice. Facing the science crisis of Europe, Husserl reached 'the life world'and raised the concept of 'intersubjectivity' in analysis of conscience. From the analysis of limit of life, however, Heidegger found 'desain', because 'desain' embodies 'to be' and 'being', and means the reveal of being, hermeneutics turns to philosophy. Hans-G Gadamer strove hard to resume the ancient phronesis on the reflection of the civilization of Europe, hermeneutic philosophy turns to practical philosophy. Other phenomenology philosophers such as Ricoeur also do their contributions to the understanding of 'to be'. The method of phenomenology and attitude to things-'back to things themselves' has brought significant inspiration on the construction of the theory of education.Phenomenology pedagogy, which is is characterized by its care for the teaching moment and phronesis, is developed under the influence of this philosophy movement and brings the understanding of pedagogy. The phenomenological pedagogy thought of Max Van Mannen's achieves more. Van Mannen confirms that the lived experience is the essence of life world. Parents own the pedagogical intent in their expectation of their children. So he suggests that teachers should understand their roles from the in loco parentis relation and gain pedagogical hints. Since children have lots of possibilities, teachers and parents should have pedagogical thoughtfulness and tact for special situations. He objects the tendency of abstraction and theorizing in pedagogy researching and points out that pedagogy research should direct to practice. He advocates that pedagogy research should improve the thoughtfulness and tact and present texts of phenomenology by phenomenological writing. His pedagogical thought, which pays more attention to pedagogical moment and the life world of education and is of deep awareness of humanitarian caring and morality, enlightens the trend of Teacher development-Teacher development should emphasize Teacher's phronesisThis trend is not shown merely in phenomenology pedagogy, it is also found by exploring the history of the development of teaching and education that pedagogical moment has got more attention and the practical discourse of Teachers has become stronger, so the phronesis of teachers is demanding. The essence of pedagogy is practical, and pedagogy needs teacher's improvisational wit. Pedagogical tact couldn't be planned, which is spoken as instantly knowing what to do, an improvisational skill and grace in dealing with others. A tactful person has the sensitivity and the understanding ability to others and affairs, a fine sense of standards, limits and balances, and has moral intuitiveness.Teachers could approach to phronesis by the way of enlightenment, dialogue, cultivating the personality of critical reflection of thinking and the habit of writing, which express the complicated connection between the society and the teachers themselves. Teachers could become tactful in dealing with teaching by the recursive development of the four proceduresThe trend of phronesis of teacher development and the approach of developing could also draw inspiration from the other contemporary thoughts.
