As a main part of science education, our national new chemical curriculum reform go with the current times of international educational reform of science, and take "Increasing students' science literacy" as an important aim of it. Having inquiry leaning during class teaching is effective to achieve this goal. We take it into practice by using references, questionnaire and classroom behavior observation and in accordance with the special characteristics of chemistry.The paper consists of four parts. At the prologue part of the paper, it states the background and significance of the research . In theoretic introduction, we elucidate the psychology , pedagogy foundation and the realistic basis of creating inquiry teaching context. In the main body of the paper , it firstly discusses the content and goal of students' scientific inquiry,the meaning of students' inquiry learning, the type and meaning of inquiry teaching context , the methods of creating it and some problems that should pay attention to when create inquiry teaching context; then guided by the theory above , according to this we bring out new teaching process that show new curriculum spirit; We draw a conclusion from practice that creating inquiry teaching context to promote students to have inquiry leaning can make students take part in the instruction effectively and improve teaching efficiency together with change their learning style and improve their science literacy; Lastly, we make explorations into some characters of inquiry teaching context. The forth part is concluding remarks which is mainly illustrates the shortcoming of this paper and the continuing works in future.
