1. IntroductionAfter the foundation of new China, people have always held the lagged concept for university PE courses and have focused too much on physique and sport skills. Because the educational system of university PE courses has more or less followed that of Russia, thus exist many disadvantages, such as lack of characteristics, it also has divorced from the students' practical needs. Besides, it has ignored the aims as developing the ability of the students taking exercise independently. Based on "Health the first" and "Lifetime sports", it is very urgent to solve the important theoretical and practical problems of carrying on reform and development of PE in our country. We should establish a system, which will adapt to the characteristics of our university education, to link basic PE education with healthy courses and lifetime sports as well. It should be a both flexible and optional system that contains real university PE and healthy courses, so that it can make it easier for us to adapt to the international competition and to the needs of modernization and social development.2. MethodologyThe methodology of documentation, questionnaire , and logical analysis are used in this dissertation.3. Results and Conclusion3.1 Through a good analysis of the evolvement of university PE courses over the foundation of new China, we have found that it was mainly based on the a Russian system which had athletic sports as the teaching contents of sports in the early 1950s, and it had been used till early 1990s. Since then, with people's leading thought converting to "Health the first", the university PE courses pay more attention to the individual development of the students and their lifetime sports. These enable the university students to receive a all-direction physical education, such as constitution education, health education, entertainment education, athletic education and education in daily life. Thereby, the students' consciousness of sports is strengthened and their sports ability is also improved, and this will continue to help them to form the habit of sports and the aim of lifetime sports can be achieved.3.2 Through the study and analysis over the choice of the contents of university sports in the last ten years, we also found that some problems with the setting of university PE courses, as the contents of which were out-of-date and too much focused on athlete and up to par. Much attention has been paid to practice than theory. The reason why this happened is that the idea of subject-centered has taken the main place in university PE teaching.3.3 Carrying on The method of Telfee investigation, as for the course's name of PE university, the quality of courses, the aim of courses, the studying field of courses and the standard to reach the goal, a public survey will be made on the committee members of university PE courses, the leaders of office who are in charge of public PE teaching. According to the survey and analysis, on the basis of an idea of establishing a theoretical system for university PE :the development of humanism of PE; the student-centered theory in PE teaching; the directing thought of "Health the first"; and need of the mental and psychological development of the students and development of the society production and life of nowadays. It should be scientific and practical, thoughtful and attractive, national and international, keep fit and cultural. According to the five studying fields and field goals, a right order should be placed as very important, important and common to establish a frame for university PE teaching.
