Ethics is the important factor that all social activities of human being must care. Nowadays, although the basic education reform in China has gained great achievements, there are a great deal of phenomena that people ignore, even avoid the ethical problems during the reform. The basic education reform in China generates an incompatible situation that the educational progress coexists with the ethical backslide. Practical puzzledoms and theory-research scarcities make ethics be the important task that the basic education reform must care and research into.Only the reform that can promote the full-scaled development of human is an ethical reform. The current basic education reform in China suffers from kinds of immoral phenomena, such as the market-dominated reform, the authoritarian reform, the formalistic reform, etc. In theory, such kinds of reforms deviate the ethical spirit of the basic education reform, and breach the ethical pursuit of it. Further more, they generate series of educational problems and ethical conflicts, and cumber healthy development of the basic education and progress of the society in the reform practice. In the final analysis, such immoral phenomena cumber the full-scaled development of human, therefore they are worthy of care.Facing such kinds of immoral phenomena and solving them can promote the successful progress of the reform and the healthy development of the basic education. To promote the basic education reform tend towards the ethical way, we must assure the commonweal spirit of the basic education, strengthen the scientific, democratic and jural construction of the reform, insist on the harmony between the equity of reform and the efficiency of it, and handle problems of the reform's cost validly.We should promote the basic education with the ethical reform, and make the modern education be a genuine good thing of promoting the full-scaled development of human. That is the basic ethical mission of the current basic education reform.
