| Since late 1980s, there has been continuous and systematic reform in the administration of the personnel in primary and secondary schools in Shanghai. In 1998, the contract system of teachers' appointment (CSTA) began to be put into practice widely.This research is intended to analyze the difficulties and problem of the application of the system of appointment and contract of the teachers, improve and develop the idea in its theory and policy, and make some efforts to find some solutions to the practical problems and further develop this system. It is expected that this research could enhance improvement of the school conditions, which the author works in, for the new exploration of this system, and thus to form a new teacher administration system to develop both the school and the teachers themselves. This thesis does not attempt to explore all the different aspects of the theory and policy, but it is to give some suggestions for the system of appointment and contract by analyzing the theory and investing the present situation. This research is to make a study about effectiveness1 of the CSTA through investigation, literature reading, interview, and comparison, which makes a qualitative and quantitative analysis of the system of it.This thesis consists of three chapters. The first chapter reviews the main steps of the development and the main features of the system of appointment and contract. It describes three stages of the reform of the system of appointment contract and the progress of the development of the laws concerning with it.The second chapter is mainly a summary of the investigation of the present practice of the system of appointment and contract. Through analysis of the statistics, interviewing and discussing, we have found out that the present system of appointment and contract is more like a system of appointment of the position rather than a true system of appointment and contract which is decided by the teachers' law and socially accepted. It has not reached the objective of optimized combination, good arrangements of the talented, improvement of teaching qualities and the -high efficiency of running the school.The third chapter, based on the first two chapters, puts forward some proposals about the application of both theories of the flow of the teachers and the right and the responsibility during the process of contract. |
