| As what has been done previously, many factors contribute to this reform on school inspection and evaluation in UK, which mainly include the application of market theory, the reform on educational administration system, the government demands for education quality and success school and the problems in the inspection system.Since 1992, this reform has been carried out for about 10 years. The thesis divides this period into 2 phases and points out that the primary task in the first phase is to constitute and improve the system of government policies about inspection and that the task in the second phase is to establish the mechanism of evaluation (mainly the mechanism of self-evaluation). At present, the reform has approached its final goal that is school improvement.The primary contents and measures of this reform include: instituting the national quality standards; reorganizing inspection teams and constituting new inspection system; implementing the policy about School Development Planning (SDP); improving inspection methods and providing schools with guidance on self-evaluation; carrying out the policy on Action Plan and the improvement strategy of school and districts.With the above contents and by the above measures, school quality assurance system is formed in UK, which is composed of external inspection, school self-evaluation, action plan, information base and social supervision. The system lays a foundation for the further improvement of school and education quality.Generally speaking, the reform has been effective in terms of quantity and quality.The thesis also analyzes the new inspection system (quality assurance system) from different perspectives. From the viewpoint of evaluation theory, this system has two characteristics: one is "to emphasize school self-evaluation with combination of school inspection"; the other is "to emphasize formative evaluation with combination of summative evaluation".From the viewpoint of management science, this system reflects the ideas of combining school-based management, total quality management and changing management together.Finally, the thesis takes Changning District and Pudong District as examples to illustrate how the inspection reform goes on in Shanghai and then puts forward some suggestions on the reform in Shanghai based on the analyses of the reform in UK. |
