With the strong promotion of the economic globalization and knowledge economy, the human resource has already become the key element of the organization; more and more organizations have already realized that the human resource has also become the most important factor of the organization. The development and management of the human resource has also become the most important subject nowadays which the enterprises and institutions study. Institutions of higher education are the training bases of talents, the human resource state of colleges have decisive influence on talents required by the development of economy. The human resource competition among universities will aggravate further . Especially for those higher vocational schools and colleges making up half of the universities, it is extremely urgent to survive and develop in the competition.The essay, based on studying the theory on development and management of modern human resource analyzes College A's human resource management and current situation of development, puts forward the questions existing in College A's human resource management and development.In view of these questions,the paper tries to find out the specific resolutions aiming at improving the human resource development and promoting the human resource progress.This has certain directive significance on the existence and development of the higher vocational schools and colleges.
