At the time of fast development of science and technology in the world, our country faces new opportunities and challenges. The essence of social development is the development of the human being. Social development requires that a person should have more talents and abilities. The youth is the pillar of social development and a strong force in the new century's international competition. It is an urgent task to promote moral education for the youth. Morality is the social ethics embodied in a person. It is the stable psychological characteristics and tendency exhibited while conducting in accordance with social rules. Morality generally comprises moral cognition, moral feeling, moral will, moral behavior, etc. Moral feeling is an important part of morality, while responsibility is one basic kind of moral feelings.Responsibility is a special moral feeling that greatly affects the whole development of an individual's morality. Responsibility has a motive function to moral needs, an adjustment function to moral cognition, an impetus function to moral will, and a bridge function to moral behaviors. At the same time, responsibility has a function to lay a foundation to the formation of other moral feelings. Responsibility greatly affects the youth's cultivation of individualism, healthy personality and civic characters.The cultivation of the youth's responsibility has been being emphasized in America. One reason is to make immigrants become real Americans, another reason is to make the youth free of poverty and bad habits and become qualified citizens. The cultivation of the youth's responsibility is one objective of American education and an important part of educational reform. It is the important contentof education of high schools and also the core part of family instructions in America. Not only is the cultivation emphasized in America, but also the morality research is highly accentuated, which supports the methodology of the cultivation of the youth's responsibility. The cultivation objectives are precise, they mainly include: to foster healthy personality, to enhance the development of civic awareness and capability, to accelerate the formation of values conception. Some principles such as openness, experience, participation and infiltration are followed in the cultivation of responsibility in America. There are many approaches and methods to foster responsibility in America, for example, setting courses of social studies, interesting class teaching, plentiful school activities, participating in social life, experience learning, problem solving, surviving practice, etc.Americans pay much attention to the cultivation of the youth's responsibility. They consider it to be an important approach for human resource development. Viewing from a high place and in accordance with the needs of individual growing up and the actual social situations, a moral education net work is formed involving families, schools and communities. Americans also pay much attention to the cultivation details which include everyday life, class learning and social activities. Great importance is attached to the substantial results of these activities. Their morality theories and methodology can be referenced while practicing our moral education.
