Regulation is the materialization of ideology and the relatively stable contract and also is the rule of people association and action. In mentality, regulation is the spirit atmosphere, which shrouds people's action and attitude. Regulation influences silently the relations between people and people. In management no matter people dislike it or agree with it, regulation is a medium for governance between superiors and inferiors, restraint and freedom, power and power reception in if s utilizable period, moreover, it often distributes people's resources and welfare in solid forms. So, regulation is the crystallization of all managing essential factor. School management is without exception too. Regulation is a core problem of primary and secondary schools' internal management at present.It is not the focal point of this study that inquiring particularly into the good or bad of primary and secondary schools' management regulations, but put particular emphasis on the question of how to construct the regulation better, namely put particular emphasis on the study of the construction patterns of primary and secondary schools' internal management regulations. The construction pattern of regulation is about the primary and secondary schools' internal management regulations how to generate, execute and transform. Generation, execution and transformation are the three links of regulation's construction. The dissertation is composed of five parts:The first part is the starting point of this study, which reveals the owning pattern of the management regulation's construction in many current primary and secondary schools and it's three characters: Regulations are enacted from top to bottom; Regulation's execution is dominated; Regulation's transformation is dominated by administrative willpower. The second, third and forth part criticizes and analyzes respectively these three characters.The second part has the dialectical thinking about the two regulation'sgeneration styles which enacted from top to bottom and spontaneous in the enlightenment of Hayek's spontaneous order theory, and puts forward the key to the organic integration of two styles.The third part points out the roots that the execution mechanism of dominated regulations existed crisis are the passive aims of regulation's execution, and expounds the execution mechanism of independent regulations which established in the active aims.The fourth part criticized the regulation's transformation, which dominated by administrative willpower from the angle of the costs of regulation's transformation, and advocates regulation's transformation should be common participation.The last part puts forward a new patter of regulation's common construction on the basis of criticizing and analyzing the three characters of regulation's owning pattern, and elaborates the core ideas and supporting requirements of this pattern. The core ideas are: Regulation's construction are the common matter of all persons concerned; Construction regulations is for the freedom, convenience and development between each other; Regulation's construction has to on the basis of common needs, interests and values. The necessary requirements which supported the implement of these core ideas are: The deepening of educated administration system's reform, the rebuilding of school organizations and the advancing of people's consciousness and'capacity of common construction.
