In the 21 century.the world has stepped into the knowledge ased economy time from the industry-based economy time. In this knowledge-based economy time instead of energy and ram material, knowledge and information produce wealth. The competition of science, economy and society, after all, is the competition for talented people. The cultivation of talents is a complicate and systematic project. In order to improve the comprehensive ability of Chinese nation, and to foster high-leveled inter-disciplinary talents, education for all-around development was provided in the education field. Education forall-around development stresses the development of one's potentiality, improves, people's socialized degree, emphasises the creation of multi-leveled, multi-formed and individual-based growing enviroment so that the education- receiver could have all-around development of moral, intellectual and physical.As one of the most important part of complete development of education, PE is not only an aspect of education for all-around development, but also a break-through of the implementation of education for all-around development, It becomes the hot pot of school PE research that how to make an reform in PE of Middle schools and primary schools aim at education for all-round development.Recently, the research according to the implement of the physical education for all-around development focuses on the reform of the education for all-around development and the physical courses in schools system; the relationship between physical education and the education for all-around development; the convention of physical education and the education for all-around development; bringing forth new ideas for physical education and so on. These researches approach the relative problems ofeducation for all-around development from different angles, and all of them can provide certain methods and thinkings for the implement of education for all-around development. But the articles which combine these elements together to approach the current situation of implement and to create the concrete operational models of education for all-around development in middle schools and primary schools don't exist. Making a synthetical study of this can help the relative department acquaint the current situation of implement of the education for all-around development in middle schools and primary schools, make the practical policy and carry out the scientific and standard managementSo, this article considers the middle schools and primary schools of Shan Dong Province as the researching objects, makes a research for the current situation of implementing education for all-around development and the operating pattern among the schools, through several ways like documents and materials, answer-sheet researches, interviews to experts, digital statistics, systematic analysis and establishment of models and so on. Then we initially make the following conclusions:l.Now in the process of implementing education for all-around development, the schools have a clear recognition but they didn't fulfill it well.2.The schools mainly employ the course-reform, the innovation of teaching materials, attaching importance to education of ethics and varieties of teaching methods. It also shows the insufficience of lacking subjectiveness and all-around education.3.The schools have a management organization about education for all-around development especially lacks organization of supervision and valuation. In terms of organizing and implement the education for all-around development, it focused on the experiment subject's of the Education Research Organization at different levels. It shows that theimplement of education for all-around development in physical education doesn't really put into effect in the schools.4.The structure of credentials of the schools is basically qualified; but the structure of titles is a little bit low and the knowledge structure is old; it reflects the important and necessity of constant education for the mid...
