Resistance-War against Japan stood as a special period in Chinese higher education development. The invasion of Japanese arrested the development of .Chinese higher education and forced many universities and colleges moved to the hinterland where the war was not so fierce. As a result, the higher education suffered a lot. However, in the light of the unyieldingness of the Chinese people and with the struggle of the patriotic educators, the Kuomintang made policies abreast of the time and answering to the innate needs of development of education its own. They also implemented such polices to promote the development of higher education. Consequently, the higher education didn't stop pacing forward and achieved a better development than before the war. The present paper focuses on the Kuomintang's higher education policies and implementation of such policies between 1937?945 and explores in a deeper and wider scale about the background, decision making, reconvertion and developing of the higher education policies and policy implementation in this period.The paper consists of four parts. The first part introduces the background when Kuomintang made its higher education policies and measures. The second part explores the Kuomintang government's higher education policy making. The policies came into being after the stage of shaping and the stage of implementation. The third part is about how the reformative policies of higher education were implemented in that period. The policies came down to such aspects as educational system, teaching, teacher qualification, students and so on. In the forth part the paper comments on such policies and policy implementation. It is found that such policies are featured as accommodated to wartime, reformative and constructive.The study on the Kuomintang's higher education polices, policy implementation and its historical background can help us achieve a better understanding of that special period and arrive at some important conclusions, that is, education is the foundation of a powerful country; respecting the rules and laws is the sole way of developing; the ethos is the base to save a country.
