Cwrently, a new science-technology revo1ution is acceleratingKnow1edge~Economy to rise vigorously thIoughout the world. In this age,knowIedge becomes a decisive factor in the progress of economy. Thecompetition of synihetical power between nations concentrates on the leveland speed of knowledge innovation. And that, knowledge innovation reIies onpersons with creativity, who necessarily accept higher education. So highereducation has to be refOrmed in order to adaPt to the development of society.Higher education inSttutions, as the importam base fOr k-nowtedge innovation,will be undertaken a new task. Well then, their drictions wil1 also give rise to aseries of great changes. In particular, close edention will be paid to the sociaIservice function of higher education institutions. This artic1e probes intO theproblem to make for the refOrmation and deve1opment of higher education.The article includes tbIee parts' the flrst paIt anaIyses the evolution offunctions of higher education institutions. In Agriculture-Economy Age,Medieval European Universities were provided with only one function offostering professionals. In Industry-Economy Age, with the progress ofscience and technology, science research was initiated in Berlin University atthe beginning of nineteenth century Social service function catne into being inWsconsia University of AInerica at the beginning of twentie1h century InKnoWedge-Economy Age, the functions of higher education instiMions wiIlundergo great changes, Which makes clear that the functions are graduallyplentiful and perfect.The second pwt has three sides. Firstly, it probes into the new tendency ofinternational higher education. Secondly, it analyses the reason why the socialservice function of higher education institutions wtll overstep the fOrmer range.Finally, the social service forms of external higher education institutions aregeneralized afld these may give much reference on how to conduct in ourcountry.2The third part comes from the experience of external higher education andthe practice of our higher education, measures are taken about how tooptimize the socia1 service function of higher education institutions in ourcountry In addition, some suggestions are put forward on the practice in orderto bring into full play the social service driction.
