Headteachers are the backbone of carrying out all kinds of work in schools and the construction of headteachers contingents are important part of that of teachers. Based on spot chock of present and potential headteachers in schools in Panzhihua city, and along with the theoretical analysis of school administration, teachers?pre-post and continual education, this thesis intends to explore the countermeasures of improving the two contingents. Firstly, the thesis discusses the significance of the study on the construction of the headteachers in Panzhihua抯 schools in four aspects: at first, it relies on the importance of the headteachers抯 work; secondly, the construction of headteachers?contingents are necessary and urgent; thirdly, it抯 necessary for quality education; lastly, it抯 necessary for Panzhihua抯 elementary education. After recalling the measures taken to improve headteachers? contingents in the city, with the help of statistics of the spot chock, this thesis shows the present condition of the two headteachers?contingents, which is like this: most of them are young teachers, who have better records of formal schooling but lack knowledge and skills in education science, who haven抰 enough enthusiasm for education cause and headteachers?work; whose outloQk of education and initiative need to be improved. III This thesis provides five countermeasures: In phase of new teachers?post-job training, more courses on education science should be offered. On the basis of systematic study of theories on education science, the contents of post-job training should be renewed instantly. According to their basis and division of work, teachers should be classified, given case?teaching and guided to consider carefully what they have achieved and failed in their education work. During this period teachers can be organised to exchange their education experience practically. New forms of training teachers at their posts should be founded, mainly in the form of master headteachers teaching apprentice headteachers, and training the headteachers in actual work. We should also found qualified headteachers posts permits system and choose the headteachers strictly. We should found and perfect impelling system: raise the headteachers?payment, show them profound spiritual concern and give enough publicity to their excellent job. We can also found headteachers?professional post array and perfect the headteachers? post duties, working standards and checking system. Attention to the proper proportion such as sexual distinction, age structure and major composition, we can take the advantage of enterprises schools being subordinate to municipal administration, replenish headteachers?contingents in weak schools, put emphasis on the construction of the teachers?contingents, and supply qualified teachers for the headteachers?contingents. At the end of the thesis, the writer sketches the tentative ideas for headteachers?specialization and full-time headteachers in primary and secondary schools.
