With the advent of the 21st century, the society has entered into a new era when knowledge-based economy develops rapidly. How to maintain the sustainable development and coordination between human beings and nature has become a significant topic in modern society. Highly-competent people are in great demand for the great rejuvenation of Chinese nation and advancement of society. As an important place to cultivate top-quality people, the colleges and universities should take the responsibility. The cultivation of high-quality people requires both scientific guiding principles in education and a system to assess the overall abilities of students. Therefore, it is imperative to establish a comprehensive quality evaluation system with comprehensiveness, scientificity, and orientation.This thesis adopts various research methods including Literature Data Method, Delphi Method, Questionnaire Method, and Analytic Hierarchy Process. On the basis of referring to the comprehensive quality evaluation system of students majoring in Physical Education, systematic analysis is conducted on the evaluation index of compressive quality for PE major students to establish the primary evaluation index. Then Delphi Method and Questionnaire Method are employed to select from the primary index and establish the final evaluation index. At last, Analytic Hierarchy Process is utilized to rank the evaluation index into three levels.Research results:(1) Establish the comprehensive quality evaluation system for PE majostudents in Jiangsu Province. The system divides the index into three levels. The first class includes quality of mind and body, thoughts and morality, knowledge, competence and capacity development. There are sixteen indexes of the second class including physical fitness, psychological quality, political quality, moral quality, law and discipline quality, theoretical knowledge ability, sport technique capacity, PE teaching competence, sports exercise ability, ability of holding a sports meeting, capacity for scientific research, capacity for social sports actions, social exams, social work, reputation, and awards and honors, and other 47 indexes of the third class.(2) Comprehensive Quality Evaluation Scale for PE Teaching Major Students in Jiangsu Colleges and Universities is made to evaluate the comprehensive quality of PE Teaching major students in an objective, comprehensive, scientific, and fair way. In addition, by the combinations of qualitative and quantitative analysis, the evaluation work is improved.
