Education is the foundation of national development in the long run,and teachers are the foundation of the education.In fact, the quality of teachers determines the success or failure of the education career. Educator is the core and soul of the nation education so that the education reform and development of our country,especially the development of the quality education and the elementary education cannot leave the educator’s lead. Advocating educators of running schools is the urgent requirement of times, and the necessary request to comply with the law of education development, and eager requirements of hundreds of millions of people for high quality education. Therefore, training and bringing up a group of educators is a great task in today’s society. However, questions such as “Who is the Educator and What is the quality of the contemporary educator “are the key points to cultivate educators, and should be clarified before starting the training program of the educators. This study selects "the quality standard system of the primary and secondary school educators" as the research theme, meeting the time development needs,so has a certain practical significance.This research mainly divided into five parts. The first part is introduction, mainly introduced the research background and significance, research method and process, the research status related to educator as well as to the the concept definition. The second part is the important basis of constructing quality standard system on primary and secondary school educators, analyzed the three basis of the system, namely, theoretical basis, realistic demand and policy support. The third part is the analysis of the quality of primary and secondary school educators,The quality of primary and secondary school educators is mainly composed of noble ethics, advanced education idea, reasonable teaching knowledge, excellent teaching ability and every quality containing more specific content. The fourth part is the quality standard system of primary and secondary school educators.According to the third part,we identify the three-level indicators,and the first level index including four dimensions, the second level index including seventeen items, and the third level index including sixty-six specific requirements. The fifth part is the practical value and significance, mainly expounds the significance of quality standard system on primary and secondary school educators for teachers, students, school and society.
