Society is developing,as the primary and secondary school teachers struggle in the forefront of education,conform to the development of the times and constantly improve their own quality both for society and for individuals are crucial.The long-term plan for education reform and development of shandong province(2011-2020)also explicitly request that put the construction of a high-quality professional teachers which have noble morality, business skills, reasonable structure and full of vitality in a prominent position. But the overall quality of school teachers in Shandong Province is not known. The Qilu masters construction projects is a long-term project to train high-end leading talent and build educator team in the future in Shandong Province.This paper aims at according to the standard of Qilu masters to find out the problem of teachers in primary and secondary schools,so as to make recommendations to enhance the quality of the province’s primary and secondary schools teachers.Firstly, this paper discusses the reason of choosing the topic, the significance of the research and introduces the related concepts, and then through the review and summary of the relevant research, this paper puts forward the research ideas and methods of this paper.Secondly, this paper introduces the “the Qilu masters construction projects”, Qilu masters’ selection criteria, and has carried on the simple comb of Qilu masters.At the end of the training period, the Qilu masters have been significantly improved in the education theory and practice,teaching level and ability, research ability and innovation awareness and other aspects.Again, we carried out the questionnaire survey on the status of the quality of primary and secondary school teachers,and introduce sample selection and distribution, the design and preparation of the questionnaire, as well as the release and recovery of the questionnaire.Through processing and analyzing the data, the present situation of the quality of primary and middle school teachers is understood.By comparing with the Qilu masters, it is concluded that there is a certain gap in value orientation, innovation spirit, knowledge reserves, scientific research capacity and reputation, etc..Finally, based on the above investigation and the results of the analysis,this paper puts forward some specific suggestions that strengthening the construction of teacher’s ethics,encouraging the development of innovation, advocating lifelong learning, and promoting scientific research ability, etc..I hope I can bring some help to improve primary and secondary school teachers quality.
