It clearly suggested the written homework were forbidden to primary school one or two grades. Meanwhile, it put forward new requirement that the children could not write but speak, which restrict the arrangement of the homework.Thus, when Five strict stipulations puts forward that written homework were forbidden to primary school one or two grades, it is urgent for us to explore and slove the problems which makes the children happy to do the homework, ignite the creation and promotes the knowledge, emotion, attitude, values of the students.The elementary students and primary school teachers of TaiZhou Experimental school, YangZhou Gardens scool, the center of An Feng school in XingHuar were carried on the questionnaire survey, interviews were aslo carried out on parts of parents and teachers and school leaders. Under the background of the "five yan", the implementation of junior Chinese homework design present situation and existing problems had an objective analysis.This paper based on the present situation of primary school Chinese teaching practice, which combined with the current implementation of the Su-teaching printing Chinese textbooks.It explored diversified effective low grade Chinese operation mode and evaluation system, made Chinese homework out of the machinery, repeat, follow the same pattern, made the student personality and meet Five strict stipulations, alleviated burdens on students maximally, improved the homework interest, and promotes the student’s personality development.Based on this, this article first analyzed junior Chinese homework design present situation investigation under the background of the "five yan", then expounded the lower grade students’physical and mental development characteristics, theoretical basis of junior Chinese homework design and the junior Chinese homework design principles. Finally, this topic proposed junior Chinese homework design strategy under the background of the "five yan", Which explored all kinds of Chinese homework design through specific cases, attempt to a new way of job evaluation. I hoped that this article was provided new thinking to Chinese teacher probing into this topic.
